Passport Not Received

I Rajeshwari Bhadti has not received my passport. When checked the status it always shows "Sent for Police Verification, once received the Passport would be dispatched".

File Number is BN1071302460311, applied on 30-05.The passport was applied under Tatkal scheme.

Since Passport Office did not keep its promise of delivering the passport within 10-15 days time, what is the next step I can take? How to make these people understand the meaning of the word Service.

I believe there is a nexus of Passport Officers, and the Police to collect the bribe, hence they don't clear these at the earliest.
