Delay passport and valueless staff

Sir/Madam,

I had applied for a fresh passport on 02/11, city-bhubaneswar

file reference no-BHU-A028223-10

NAME-JAYANT KUMAR SAHOO

APPLICATION DATE-02/11

DOB-07-02-1984.

but till date I have not received my passport. The status regarding my passport is displayed before on the passport website as "Police Report is clear and the passport is expected to be dispatched by 18-02. Subject to all documents being in order", but now is displaying"Your local police/special branch verification report has not been received yet. You are requested to furnish two personal-particular forms, duly completed for reminding the police authorities and expediting your police verification." i gone more times that office but every time they are told with in 1 weeks it will dispatch. so more weeks gone, that's way i hopeless, so what i will do, it is urgent for me, please help me. So I am in a fix. Please help me in this regard.
