No proper enquiry available for application of new passport

To the concerned, I am in requirement of a new passport for my urgent travel abroad for a project. When I tried to apply for a tatkal passport at madurai passport office, I was denied a token stating that i had only one address proof although I had a Postal ID as a additional address proof along with ration card as my primary proof. To make an inquiry about the usage of the postal ID as a proof, I would not be let inside [The Enquiry counter is inside the passport office and all the agents have been vacated from the area corresponding to a raid conducted recently]. My primary problem is that I do not have the right information regarding the postal id which was introduced as a primary source of address proof issued by india's largest govt sector. Other than this also was produced a PAN card, which I guess is the ultimate id an individual can have.

The question is 1) why issue a ID which is not even considered by another service, 2) Should I file a RTI for just a simple document requirement enquiry, 3) File a case against the passport officials attitude, 4) Can Postal ID be submitted for tatkal passport.
