Delay in Passport processing

Hi,

My passport application date is 14/02. I checked it on net on 20th march It was showing Your passport will be dispatched on 26th april. Now from last 10 days or so it is showing application has been transferred to policy section please PRO. Wat does it mean??? Please advise
