File missing

Dear Sir /Madam

I have applied for my daughter's passport renewal on 4h January Ms Urvika Patel (DOB : 09/10/1998), File no: THN-J000294. & Ms Drasti Patel (DOB : 24/2), File no: THN-J000295.

I recieved my daughter Urvika passport on 9th February but passport office have not dispatched the old passport.

I did not got Drasti passport till date, so today when my wife visited passport office Thane, she was informed that the file of Drasti is missing and they are unable to trace the same. she went to superintendent of office, who very coldy informed her that since the file is missing he cant do cant thing.

Can u suggest what step can be taken to teach this goverment office a lesson that they do there job truely.
