Passport related query
Landlord wont issue N.O.C in regard to passport issue

Im currently staying on a rental basis and i dont have a permanent address of my own. i need an N.O.C from my landlord regarding the issue of my passport . however he has refused and now i dont know what to do because no agent is willing to entertain me with the N.O.C! could someone please help me out? how can i be denied a passport after being an indian citizen for all my life, its injustice. there has to be away out of this mess.
