A gazatted officer refusing to attest for no reason

Dear Sir,

The Senior suprintendent at Hinjewadi Police Station refuses to attest documents without citing any reason. The other officers on the police station say that "Hamare sahab nahi karte."I have read and found out that it is part of their duties to attest documents for citizens.
