Charging extra amount for the bill payments

Sir,

This is sarada, I made a vro exam payment through ap online, kukatpally (balaji nagar, next to kukatpally bus stop), hyd. he charged an extra amount 10/- for the bill payment. not only for this he even charges for electricity bills, water bills, telephone bills and even for government jobs applications (like apgenco) for which some people cant afford. I asked him why he was charging the extra amount then he said "this is our service charge". i even showed him the statement on the bill that not to give any extra service charge for any type of bill payments. The answer he given was "if you want to pay do other wise get lost". he even said that he is not going to get any amount for the bills from government so he is charging extra amount.

he even had an opinion that " no one can take action against us".

I really felt bad the way he is cheating public and about his opinion against the government. I request you to please look over this issue in high importance and let that person know that what government can do against such people. And see that further bills paid by the public free of cost.
