We purchased our flat in jan which was under construction, only 25 % work was left so we pd the entire amt.we also pd the stamp duty and the registration. The only balance from our side were rs 1, 25000 and parking charges. possesion was to b in june however it was delayed and we were told only in dec that NOC has come in since june. Now blder is asking us to pay maintaineace in cash, according to RS 2.00 per sq ft/since june .acc to him many people did come to stay inspite of the NOC nt being there .as we disagreeded saying that we have nt even taken possesion or stayed or informed about the NOC, he has agreed fr us to pay from the date of the NOC ie fron August. But the twist is that we need to pay him the maintainence in cash fr which he is ready to give receipt and the bal of rs 1, 25000 which is nt the part of the flat cost but it seems they have to pay a lot of officials under the table to get electricity, water etc also needs to be pd in cash with no receipt .then only will he give us pocession. another thing is that he has build 4 towers of which on our tower he has put a mobile/tv antenna.when i question him as to whose permission has the blder gone ahead and put the tower and where is the money got fr the tower going... his take is that the blder can do anything till the society is formed .i asked him why should we go thr the heaith hazard of having a tower while the blder takes all the benefits wherein he can actually reduce our maintainence cost... the blder's man is saying that he is entited to do anything till the society formation does'nt take place. another thing is that the blder has provided solar water in one of the loos, however there is no rain water harvesting which is compulsary for all new blders.i am delaying payment of the RS 1, 25000 to get all these thing sorted . also the electrical fittings that he has give are all of poor quality and incase anythins ie the socet or the switch gets spoilt then the owners need to replace the whole panel bec the company that made them has closed down. this is the complain of everyone in the blding. I have cjhecked that in the agreement he has nt mention the brand of fittings that he is going to give.pls help as to what am i entitled to?? can the blder put up the tower fr which he is getting 1 lac /mth and nt give the blding anything.and does he hv the right to show the account statements only when he will hand over everything to the society whenever it is formed
