Fraud builde

I am a resident of mumbai 4000003. the property tax is to be paid by the builder. it is an amount of 20 lakh rupees. the builder is refusing to pay and has put the burden on us. the B.M.C. has given us a limit of 10 days to pay the tax. and after that the building will be sold in auction. please help as soon as possible. thank you
