Registration of Sale Deed of purchased apartment

I have purchased a flat in Howrah district in West Bengal. I have completed Registration for Sale Agreement.

At presently, when I requested Builder for final Sale Deed registration, he is unable to do it as the Builder and the Land Owner (Joint signatory) have developed bitter relations over some payment issues between them.

Please let me know what to do.
