Debit note for G.I. Pipe excess use

I have Gas Connection but you charge me debit note for G.I pipe excess use. but my residance for Appartment at chandkheda and all residential take conection for gas connection to take same. So why you charge me extra pipe connection charge and other residential person's note you charge debit note. So, why you charge debit note.
