Builder not giving items as per agreed document

As per agreement, builder has to provide RO plant in the building. Instead of that he has given Aqua Guard to individual. He has not provided even Aqua guard to me. I have been chasing for the last two years, but he is pretending every time. His intention is very bad. Please let me know what to do.
