Legal advise regarding possession of property

My Dad had bought a flat in Bhayander (E) in 1994 for Rs.2, 25, 000. He had given the amount of 1, 50, 000 through Bank loan and the rest of 75, 00 was to be given through cash. My father had given this amount and he has two reciepts of Rs 2, 00, 000 and Rs. 25, 000 as token, which makes the total sum of Rs.2, 25, 000. However, the builder had not given possession of our flat since 1994 as he said that the 75, 000 were not paid. Whenever my dad used to visit him he used to tell that he wants the original documents of the flat then only he will talk on this issue. On Jan'12, my father recieved the property documents from Bank after full payment of the loan and we approached the builder.

But now he says that we have to pay up Rs. 13, 50, 000 which is actually the cumulative interest of 18% on Rs. 75, 000 since 1994. Only then he will give the possession. Or he says he will give us Rs. 1, 50, 000 which bank paid him and we should surrender the property to him.

We have all the original documentation of the property with us. But due to financial condition, we cannot file a case against him. Please advise how we can proceed in this case.
