Illegal construction

I had visited Mahim at the MHADA HOUSING 21B and was shocked to see some tenants have illegally constructed storage in the common area (passage). Firstly is this allowed and if so how much does one pay - officially if allowed and unofficially always allowed as clearly visible from the persent scenario.
