BWSSB DRINKING WATER CONNECTION

I have bought a flat Feb (D block No 806 8th floor) with India builders corporation, project name platinumcity on HMT main road yeswanthpur bangalore 560022, & paid Rs 25000 lacs towards BWSSB Connection charges, its more then 5 yrs now he has not provided CAUVARY DRINKING WATER, & he is charging monthly 200 towards water bill by providing borewell water, now days we are not getting water regularly, i want my money Rs 25000 back with interest
