The builder is charging Rent/Lease out Charges (Non-Occupancy) @ Re.1/- per sq. ft. to Flat owners who have bought flats in his project and leased out to tenants. This is nowhere mentioned in his Sale deeds. As per law one cannot charge more than 10% of the service/maintenance charges. He is also charging maintenance charges in addition to Corpus fund collected to take care of maintenance expenses at the time of Sale of flat.
