Not issue gas connection

I apply to gas connectio. he does registration and by post veriefied done.

i purchesh to one celinder and without gas stove (i have allreddy gas stove)

he is checked gas stove by machnice within 7 days and checked to my home he (machnice) said to allreddy gas connestion but i useing my big brother celinder

he not issue to gas connection please my help
