New BSNL 3G SIM not activated even after 1 week

I purchased a BSNL 3G SIM following all the necessary official procedure and paying the required amount by last 26/03. I have been delivered the SIM card and told that it will be activated in 2/3 days. But till today i.e. 06/04 the SIM is not activated by BSNL. I am following up them many times. Every time the respond that SIM will be activated in an hour. But till now the SIM not activated. Kindly help me out and take the necessary action/step to get the SIM activated.
