Efund amount not sent even after 11 months gone

Sir

i had took bsnl WLL coin box FW VMR08644-213733 2years back and paid Rs 1000.00against deposit, on 6th JUNE i have valetarly returned the connection with equipment provided by bsnl and also paid all dues up to that date. After adjustment of unbilled period, Refund amount Rs729.00 have to pay to me by bsnl, this amount is confirmed from bsnl, till date (12-4) they have not sent this amount, i consulted concern, SDE, DE each one for more than 3times, and also complaint given in "open foroum session conducted by BSNL in tenali" but there is no certain replay came.one of them said "internally refund order is missed some where due to negligence at GM office PAY section ",

i am a poor person, so kindly made justice to me i can give details of refund order in the next mail, so kindly please do justice to me,
