Do Not Call Registery is not working

After repeated attempts since several months, I just could not register to the Do Not Call/ Disturb registry. I have sent START DND to 1909 from my BSNL, CellOne mobile phone multiple times during spread of last 1 year. I have not yet been registered. It gets even more annoying when I get SMSes even at 1-2 am.

How can this be fixed??
