I still haven't received the BSNL Landline connection

I had applied for a BSNL Landline Connection on 18-03-2010 Application No: MRX00373, I still haven't received the connection and also I’m not getting a proper feed back from the local authorities, I'm getting different reasons each time for not getting the connection.
