Unnecessary deduction of balance

Sir,

my service provider BSNL deducts rs 17-30 almost every month from my main balance, every time i complaint it to BSNL costumer care, but didnt got any satisfactory reply uptill now, they say that its some content based service they assured me to stop the service but it doesnt seems so..they are not refunding my balance too..

the last time i called, they told me to get their DND service activated, i did so, DND service sent me a message that i would recieve a unique conformation code within 24 hours, but after 30 hours too i didnt recieved any conformation code.

so please kindly take some action against my service provider.
