Billing for the service which is not subscribed

Hello,

I am holding bsnl landline with number 040 23060067. I never subscribed for the Games on Demand service. But the bill contains one time charge for the subscription. I went to customer care but no one is responding for the issue. I dont know to whom I can tell the problem. Please give me information to whom I can lodge complaints.
