Deduction of charges though free of cost services offered

I got a cell phone No.8985732425 under Bandham plan. It offered 2000 SMSs free, 1000MB GPRS free and free calls to my landline-04024066015. Today morning when I made phone to my landline 0.03ps is deducted and when SMS to 9440482849 was sent between 6.30 to 7 p.m, 0.50ps was deducted, which is a clear violation of the offer under Bandham plan by BSNL. I demand an immediate enquiry into this complaint and let it not be repeated in future
