No action even after repeated complaint booking

My landline phone has been out of order since 2 months now. Every time i register a complain at the BSNL customer care they give me a new complaint no. to which no action has been taken till now. This has been repeated for 3 times now. Finally i registered the complaint at the respective S.D.O. office of my area but still there has been no action.

This type of negligence is quite painful. What is the point of having a 'Customer Care' service when there is no care for the customers at all.
