BSNL Land Line
Not working and wire cut instrument faulty

I am paying BSNL telephone charges without using the same for the past two months. Several time complained in Ganapathy telephone exchange for phone issue but none responded. Why i should not refer to consumer forum for my issues. My land line number is 0422 2536490.
