Worst service

My BSNL landline number is 080-28376011.

The said phone have got one or the other compklaint for past 3 years.

BSNL passed on the bug on Highways authorities for the problem.

After great difficulty and fight with BSNL at Peenya exchange the phone was set right during 2009.

Now for the past 2 months the phone has hardly worked for one week.

Every time I make an on line complaint the complaint gets registered showing me some Docket nmber. After 2 days it gets deleted stating that no docket number or complaint booked. Again I have to book a fresh complaint which will be alive for 1 or 2 days and same story repeats.

Now my question is am I eligible to sue these people for not providing me proper service. Can I lodge a complaint with consumer court.

Sad part is I opted for ECS payment and the BSNL is comfortable in deducting money from my bank account.

Please suggest how to sue this people.
