BSNL Land line Phone
No permission for outgoing calls

My land line phone is not permitting outgoing calls. I opted for electronic clearance service on November 25 authorizing to pay from my HDFC Bank, Banjara Hills branch SB A/C # 05211050035647. I attached the MANDATE FORM, CANCELLED specimen cheque # 813564 and latest bill number 138873607 dated 06/11. I also got the acknowledgement of receipt of all necessary documents. Can you please give reasons for not permitting outgoing calls on this number-040-27421795?
