Tarrif plan not working

I m girish jangid and i am using bsnl service and bsnl provide a plan worth 501rs. according to that plan my all call on network std and local will be free for 30 days. but it is not happend so and my balance is deducted from main balance an di am facing this problem to particular rajsthan bsnl number 91759730... i complain but no response from bsnl
