Excel power not activating

I have all@49 plan of bsnl prepaid. I have sent several messages to activate excel power on my mobile but the service is not activating even after confirmation of recieval of request.

I called up cutomer care to activate the service but they said this facility cant be activated on this plan. But I checked on bsnl website, it clearly states that excel power can be activated on all@49 plan.

I request you to please activate excel power on my mobile (haryana circle).
