Landline phoone is not working

I am Ajay Kumar My landline No. is 0124-2306441 is not working from last 4 month. I file complaint on 198 my complaint no. is 61003123869.But no action was taken till now. If my phone was not working last four month then why should i pay the bill which was coming countinously. Please take action on my complaint because of this my family suffer more.
