Bill payment deduction for dead phone from my security amount

My name is vipin sharma, resident of 9/1041, Sector – 9, Indira Nagar, Lucknow – 226016. I applied for voluntary closure of my telephone (number 0522 - 2701164) on 3rd Mar’11 in the online BSNL Customer care portal due to poor services offered to me as phone was dead for 3 months. I had applied for a rebate in advance before 3rd Mar’11 for the bill of February’11 to my area SDO Sh. Bairagi, but he utterly refused to give me any rebate. After so much deliberation and persuasion DE (telephones), Sh. R.S. Pande signed on my rebate application and authorized it for the rebate on 8th Feb’11. But when I went to DSE, Sh. S.N. Pande for registering this rebate into my account he told me that it is not possible now as my telephone has become inactive and that accounts section will help me in this matter.

3. I reached to the chief accounts officer with this matter but he again showed his help lessness in this matter stating same reasons and referred me to Sh. Ashok Kumar DGM (Telephones), UP East. I also talked to DGM (Telephones), but he showed his lack of knowledge in this matter and again asked me to contact DE (telephones). When I contacted DE he said that I have to pay full amount and that no rebate will be paid.

4. Therefore BSNL, UP East has showed its inability to adjust my rebate and has asked me to pay full amount thereby incurring me a loss of Rs. 400 for the service I never had from the BSNL.

5. I hereby request you to kindly look into this matter and get me justice. The amount is approximately Rs. 400 for the rebate and if not adjusted it will be deducted by my security amount deposited at the start of my BSNL services. Please ensure that my rebate amount shall cover the whole period right from 10th Feb’11 till my voluntary closure request was accepted.

These BSNL people are making lame excuses saying that system is not allowing them to make rebate payment.
