Caller tune activation and money deduction without my permission

Initially, I have got an automated call for song selection and without pressing any key 12 Rs. has been deducted from my account on dated 20.12.2012.

i have lodged a complaint for caller tune inactivation and refunding of that amount through customer care 1503.

they have responded that your tune has inactivated and provided me complaint number with assurance that your money will be refunded after 15 days. These are complaint numbers L20HP304575 (Dated 20.12. 6:32 PM) and L20HP304733 (Dated 20.12. 6:50 PM)

Now on 16.01.2013 they have again deducted Rs 30 from my account as it was inactivated at that time and i had tried their number 1503 but its not connecting due to their server problem.

please help so that this type of irritating services can be stopped
