Fake offer letters

Hi

This is in regards to the campus drive conducted by one company named Dpulse in

Mumbai. It is an event management company.

These companies to curb recession have started doing campus and offering and collecting money from the colleges.

After that they give offer letters. Later before joining they call the colleges and ask for more money and blackmail them that if they dont pay up the offer letters would be rejected.

Is this legal. Are the companies allowed to distribute offers collect money and then blackmail the colleges or students for more. Should companies like these let be or something can be done please advice.
