Non delivery of refilled cylinde

Sir,

i have booked for a refill cylinder on 05.02.2010. till date they didn't delever the refilled cylinder.when i asked them they told me to call the delivery van driver.the driver told he cant come to deliver for a single cylinder .see we are paying Rs. 328.66 30 20 total rs.360 for a single refill. Please do the need ful.
