Stray dogs problem

Hi,

The problem of stray dogs in the streets of Mugalivakkam, Porur is growing from bad to worse. I'm really getting impatient over these stray dogs, as it start growling in chorus at the night time and deprive us of sleep :(Could you please let me know where do I lodge a complain?
