BAD QUAILITY PRODUCT

I, Rajiv Choudhary bought a HALLMARK 22 C.T. Gold Solid Churi from ROYCO JEWELLERS, 101, Bagbazar Station Road, Chandannagar - 712136 on 13/10 of 14.270 Grm. I paid him cash for this above item. But after a gap of 10 months when I show the Gold bangle it becomes almost Blackish. When i contacted the onwer of the shop he told me that he will deduct 10% and then exchange the item. He had taken Rs. 2709 as Making Charge and Rs, 140 as Vat tax.

I am not interested to either re-sale nor exchange the bangle. My problem is that, due to his fault I am bearing the loss. It's his duty to change the Gold bangle and/or replace it of same weight and same Hallmark item. Please do the needful in this regards and sugest me what steps should I take? Please take necessary action aganst the owner of the such shop. his Vat No. is 19734202055 and BIS Standard Mark Licence No. is CM/L-5244457.
