Annoying "blank" calls from Citibank call cente

I have a citibank account. From the last one year, I have been receiving phone calls from this number 02242923400. When I pick up, most often, nobody bothers to answer almost making it seem like a blank call. Sometimes, in a day I get 3-4 such "calls". I know this is a citibank call center number because on one lucky day, somebody actually spoke when I picked up the call and told me that he was calling for a credit card offer from citibank. I had very politely and clearly told him that I am not interested and requested him to not make any more calls. The calls stopped for a while, but started in a month's time. So that has been the pattern now. Almost every time, inspite of picking up the call they don't answer and if I don't pick up they go on and on, wasting the battery of my cell phone. This is really frustrating. Today I have applied for the "Do Not Disturb" service from citibank but I am not sure if that would also be of any help seriously. Hence I am going ahead and putting in a complaint here. Any citibank representative who reads this, please ensure that your telemerketers do not give "blank" calls to your customers. It is rude and disrespectful.
