Last three years I am trying to register for e-mail filing of income tax returns. Every time it says Sur name is not correct or first name is not correct

I have tried all permutation combinations given on the PAN card, Finally a communication like this comes which is never honoured by the Department

But after wards nothing comes Any complaint to the department die and never replied
