Take processing fees full against 75 % discount

I had applied for take over of my home loan from IDBI to Dewan housing in month of Jan for which Rs.1105 had been cleared on dt.27/02/10 (after one month for Technical) and thereafter Rs.5515 on dt.23/04/10 for processing fees (after 2 months) even at that time offer of 75 % discount on processing fees were available. So .please reply the followings:-

1. Reason for not granting the loan in written & why full processing fees has been taken after 3 months, however at that time offer of 75 % discount on processing fees were available

2. On enquiry they informed that some problem in CIBIL (written off), for which I had produced documents (copy of e mail from SCB) in which Standard Chartered bank has already given assurance for delete my name from CIBIL. This you can check at present name is deleted from CIBIL (written off), as the bank is defaulter in this case.

3. Create pressure on me to apply for refund of processing fees to disclose the matter.
