Claim due since 1.8 years

I have a maternity claim CH-21-39871for which I have been paid only Rs.2032/- whereas my claim amount was Rs.25257/-.

I have provided all the required documents, which ever being asked and even then deductions have been on the claim amount.

After april i have visited many times to their noida office and every time they have an excuse that it is pending from the claim company. I have written many mails to them but nothing has turned so far.

Please provide me some directions to follow.
