Worst service - charges 45 rs. for 3 sec call

Hello...

My mobile number is 9824240624.

Few days back I got a number of miss calls from "9609001511" number. when I call back this number, no one response and call end up within 3 sec but they have charge for 45 rs. I have tried to contact customer care for 3-4 times but no one response.
