Duplicate PAN card not received

I reapplied for Duplicate PAN card in April due to loss of PAN card in theft. According to info on site, we can recieve it in 15 - 21 days, I have not received my duplicate PAN card and its been 4 months. Lot of my Banking tasks is held back due to this. Please let me know when can i receive my PAN card. I have called in multiple times on Income tax department at 0124 2438000 with below complaint no.

but fruitful response rather they kept me moving in a viscous circle. I have also mailed in multiple times on [email protected], again no response.
