INCOME TAX REFUND

My refund pay order was returned back on 29-12 because of " my House was found Lock " To postal department. (No Intimation) given by post to me. Then I had contacted Income Tax officer of my ward. He told me to contact SBI Refund department, and now nothing in his hand. In Between this period I had changed my residence. Same time I had informed income Tax department about change of my address to do necessary changes. Against I contacted both the concerns I tax office and SBI refund department, but nobody claiming responsibility. Guide..
