Efund of amount due to failed transaction

I was booking my ticket on 8/10 for Meerut but the transaction was failed and amount was debited from my account, I am not being able to understand that Why I am not getting refund into my account even after the IRCTC have sent the Settlement, but the same has not been credited in my account as on 9/10.
