100 rupee note came out os atm instead of 500

I want to submit a complain for Union Bank-Fraud happened at their ATM of yusuf sarai, and after the repeated requests, the manager - Mr. Berry and Mr. Goel is saying that they can't do anything. Fraud: 100 rupee note came out of the atm instead of 500.
