Not receive the pin numbe

I have open an account in chennai kbv main branch and they said me with 15 days of after opening an a/c u will receive the debit card and pin number but still i have not receive the pin number and when i ask them they say me that from bank we have dispatch pin number on 22-6-10 and my reg number is P170600392 this and when i ask in postal department they say still it not came in our office or its not reflect in our system so now what can i do where the i can take help when again i ask the kvb dey say we cant help it out u should ask branch and postal department when i ask branch they say me they cant help it out its not our matter u please ask the postal department now where shall i get the help and i will get the pin number of my debit card

please help me out
