Delay in sanctioning of Educational loan

On 30th September, I submitted an application for Education Loan to the ECIL Branch of SBI since I was offered a seat in the CSE Branch in B-Tech Course in Vignan Institute of Technology and Sciences located at Deshmukhi in Nalgonda district. After furnishing for several clarifications and pursuing the matter with the Dealing Officer in the Branch, Sri Sarath, who is a Public Relation Executive in the Branch office, promised to forward the file to the main office of SBI for further action. Last week when my parents contacted him he mentioned that my file was not traceable at all despite his best efforts (to say the least, it was shocking that a file could go untraceable in an office and that too admitting the fact to my parents.) In the mean time he was transferred from the Branch. My enquires from the Main Office of SBI elicited no encouraging response either and my parents were told that the matter should be pursued with the ECIL Branch and that anything final would be disclosed only after receiving the File from the Branch and were asked to be in touch with the ECIL Branch.

As we were running from pillar to post not knowing what to do we told Mr. Sarath that we will be compelled to take up the matter of the untraceable File, with the appropriate Higher Authorities for redress. To our surprise Sri Sarath telephoned 2 days back that he could, at last, trace the missing file (after its hibernation for nearly three months) and asked to meet him immediately. On my father meeting him he gave the file for handing over to Mr. Vijay Kumar of the Main Office, which, I accordingly, did.

Sri Vijay Kumar gave only a cursory glance of the file and remarked that the application was not filled properly besides also lacking in certain details on the clarifications already furnished to the ECIL Branch. (Since the file was forwarded by the Chief Manager over his signature, all that, Sri Vijay Kumar could have done was, talk to the Chief Manager/ Sri Sarath in the matter. Finally my father was asked to see one Ms. Padmaja who also started picking holes and finally, took me to Sri Mohan Raj of Region – I in the Main Office located in the Ground Floor. Sri Mohan Raj appeared to be in bad temper and used abusive language and foul behaviour towards me, my father and my mother too. I duly brought this to the notice of Chief Manager of Region - I and on his instructions, gave a written complaint in this behalf.

And after that incident my father met the AGM Mr. Murali Mohan and narrated the entire episode, in all its details. Sri Murali Mohan mentioned that he could not say anything about the conduct of Mr. Vijay Kumar and Mohan Raj on what they said and did. All he did say, was the application for the Education Loan would be treated as “ an Additional Loan “ since my sister also availed of a similar loan from SBI earlier, and it would attract furnishing proper security since the aggregate amount of both the loans put together, would exceed Rs .7.50 Lakhs. On enquiring from him whether clubbing of two loans would not go against the intention and spirit of the extent Rules in this behalf, he was emphatic and stood by his words. As much could be argued on both sides any further discussion would only meet with more resistance from the AGM, he withdrew from the Chambers.

In the circumstances, my parents feel that the entire facts as mentioned above, should be placed before your good self for your considered opinion.

Since more than three months have elapsed from the time of giving the the Loan Application to the Bank and my college authorities have indicated that they will not give any further time for paying the fee etc. which is adding to my agony, I request you to kindly advise the concerned people at the Main Office suitably in the matter, under advice to me, for which, I shall be ever grateful to you, Sir,
