Coal india IPO Refund

I had applied for 400 shares in coal india IPO through manual form. It seems my application get rejected as the LinkInTime web site showing NILL share allocated againt my application number. Now I am waiting for my refund. As of today 12th Nov the money is not refunded back to my accound. Please provide me the refund status and why the shares is not allocated to me.
